Racial tensions heat up in a Brooklyn neighborhood
NEW YORK—Seventeen years after race riots left the streets of one New York City neighborhood bloodied, tensions are rising again there between Orthodox Jews and blacks.
First, a black man was badly beaten. Weeks later, a Jewish teenager said he was attacked by two young blacks while riding his bicycle, and angry Jewish residents took to the streets with signs saying "Jewish blood is not cheap!" and "Every Jew a .22."
And along the way, the district attorney accused an Orthodox Jewish street patrol of vigilantism and compared the group to street gangs like the Bloods and Crips.
The strife has revived painful memories of the 1991 riots in the Brooklyn neighborhood called Crown Heights, which is home to about 15,000 Orthodox Jews and more than 130,000 blacks.
As summer approaches, leaders from both sides are braced for trouble.
"One small incident could escalate into something beyond our grasp," warned Richard Green, head of the Crown Heights Youth Collective, a group he said inspires the races "to interact instead of react."
The group was started after the 1991 riots that exploded after a black child was accidentally struck by a station wagon in the motorcade of a Jewish spiritual leader. The 7-year-old boy, who was pinned under the vehicle, later died of his injuries. In the ensuing unrest, which lasted three days, a rabbinical student was mortally stabbed by a black mob.
To quell fears of new unrest, Police Commissioner Raymond Kelly visited Crown Heights earlier this month and stepped up police patrols. Officers also are perched atop a tower, keeping 24-hour watch over the world headquarters of the ultra-Orthodox Lubavitch movement.
"It's a very delicate situation in Crown Heights, a bubble of tension," said Geoffrey Davis, a longtime black resident.
District Attorney Charles Hynes has convened a grand jury to probe the April 14 assault on Andrew Charles, a 20-year-old son of a police detective. He told police that a man on a bicycle sprayed him with mace while another man stepped out of an SUV, struck him with a wooden object and drove off.
Police have released a photograph of a 25-year-old member of the local street patrol group, the Shmira, who is wanted for questioning in what Hynes calls "an unprovoked attack."
Police suspect the attack followed reports that black youths had pelted neighborhood homes with rocks. In May, residents say stones were hurled at a school bus carrying Jewish children.
Charles' mother is accusing police of having "a double standard," noting that they've made no arrest in her son's case while two black teenagers were quickly charged with beating and robbing a Jewish 16-year-old riding his bicycle several weeks ago.
"My son's suspect is still at large almost a month after he was brutally assaulted!" said Charles' mother, Wendy Craigg.
The prosecutor's office said it could not discuss the details of a case under investigation.
Members of the Shmira, which means "to watch" in Hebrew, are quick to show that they protect both blacks and Jews.
In early May, a Jewish man standing in front of the Lubavitcher headquarters was surrounded by four black men who confronted him, cutting his hand. The Shmira chased down the four and called police, according to Yossi Stern, Shmira's director.
In another recent incident, Stern said, a young black woman leaving the subway was confronted by a knife-wielding man who forced her into an apartment building, where he tried to remove her clothing. Her screams were heard by a resident of the building -- a Shmira member who pursued the assailant and called 911.
But NYPD spokesman Paul Browne said that the Shmira "does not cooperate with police like other community watch groups who are our eyes and ears." He said the group has not supplied police officials with the names of its members, as do other such groups in the city.
Still, the current tensions don't even begin to approach 1991 levels.
Reported crimes in the precinct that includes Crown Heights have dropped steadily since then -- 77 percent in the past 15 years.
And Green says community residents now have an outlet: Various groups like his formed after the riots to encourage common activities, from sports to the arts, while bridging differences to avert future clashes.
"Race relations are absolutely better than in the '90s, when we were like two ships passing in the night, picking up each other's radar," said Green, 60, a Crown Heights resident and history professor at the City University of New York.

Over the last months, members of the JLC have repeatedly met in your office, concerned that the armed muggings and bigoted harassment against the Orthodox Jewish community continue unchecked. This is in sharp contrast to the attention to justice you've shown to the recent allegations against an Orthodox Jew by an African American.
The past year has been a year of nightmares for our community: On July 8th, Mr. Moshe Kozlovsky was mercilessly beaten with pipes and bottles in the neighborhood. On August 22nd, Yechiel Rappaport was attacked by 4 members of the African American community resulting in the loss of 5 teeth. 16-year-old Mendel Chesney was attacked on Yom Kippur and beaten to within an inch of his life, putting him into a coma. A community blog documented 34 instances of assault by black teens on the men, women and children of Jewish Crown Heights—in one case, against a 73-year-old grandmother!
This week you announced a Grand Jury investigation into allegations against members of our community. If this is a new level of commitment towards prosecuting criminals, Jewish or black, we support your efforts 100%. If, however, your office has scurried to react because the alleged victim is the son of a police officer and the alleged assailant is an Orthodox Jew, we take issue with not having equal protection under the law.
As for the actual charge against boys in our community: The police department's handling of the issue was outrageous if not illegal. Officers of the 71st Pct. used a fictitious hostage charge to break into the Ezagui family home at 2 AM. When 20-year-old Aaron Ezagui—not the alleged attacker—asked if the officers had a warrant, he was arrested on trumped-up OGA charges, put into solitary confinement, chained to a wall—effecting a sleep-deprivation tactic—and was denied use of a bathroom facility!
This was a detestable miscarriage of justice and a blatant abuse of the democratic legal system. If you were looking for justice, the violation of Aaron Ezagui's civil rights and the police misconduct would be under investigation.
As members of the Orthodox Jewish community, we do not condone violence and we do not support attacks like those alleged by Mr. Andrew Charles. We do however point to the violence against Orthodox Jews in which you have thus far refused to show the same level of commitment, and we firmly appeal to you to treat our plight with the same concern for justice.
After a decade or more of calm, our community once again lives in fear. The murder of Mr. Efraim Klein in 2006, one day before he was to celebrate his son's wedding, remains unsolved. This week's assault during the Passover holiday in Rochester Park on a member of the Orthodox Jewish community has not resulted in any arrests though the perpetrator was immediately identified.
It has been a tough struggle to have our fear brought to the attention of the highest-ranking officers in the NYPD and city government—but it has happened, and we will do all we can to ensure we are never again painted as the unprovoked aggressors in a long history of victimhood in which we sat idly by.
We will tell our story and we will see true and unbiased justice served.

CROWN HEIGHTS, Brooklyn [CROWNHEIGHTS.CH] - There were three more attacks on Jews on Shabbos, May 17 and 18, one of them involving a knife. According to sources involved in neighbourhood security, verbal abuse during the attack indicated a bias motive. One attack which occurred Friday night involved a verbal argument that became physical. Despite the fact that the Black man in the dispute had admitted throwing a punch, only the Jew was detained. He was also released after intervention from concerned community members .In the second incident at the corner of Eastern Parkway and Albany Avenue, Jews returning from synagogue on Saturday afternoon were pelted with pieces of concrete. The third incident involved an African American man who rode his bicycle into a crowd of Jews on purpose. In the altercation that ensued, he pulled a knife. A police officer standing nearby refused to intervene.Since it is widely known that observant Jews do not handle or carry money on Shabbos, robbery appears highly unlikely as as a reason for any of the attacks
The inflammatory news coverage of the beating of an African American youth should be considered as a possible motive for a rise in "retaliatory" attacks against Jews. It need not be assumed that an altercation between Jews and African Americans is racially motivated. There was a rush to judgement in the case involving an African American police officer's son. When the District Attorney and the media present a sensationalised and biased picture of volunteer patrols, innocent people pay for the hostile climate that is created. An African American taxi driver and a teenage African American girl were aided by the same patrol that is now being villified in the press. This information has been virtually ignored in the media, creating an excuse for those inclined toward violence to vent their hatred of Jews.
I remember well the incitement of Al Sharpton during the Crown Heights riots in 1991. There are those in the media and political world who pay periodic lip service to their alleged fondness for Jews who are often no less guilty of incitement. I can say after twenty five years that the news media provides a very distorted picture of the neighbourhood I live in.
There was a demonstration Friday shortly before Shabbos against anti Jewish hooligans and indifferent politicians. The three attacks against Jews on Shabbos show a need for a more resolute and responsible handling of law enforcement in Crown Heights.
The overwhelming majority of Crown Heights residents strive for peaceful coexistence. Those who attack physically attack innocent citizens should be removed from the streets. Those who incite them for political reasons should be removed from office.

This whole story of the alleged beating of an “innocent black man” and it’s aftermath is making me sick to my stomach, what is going on here in Crown Heights is reminiscent of what we saw in Nazi Germany in the early 1940's, and what is happening to the Jewish Nation today on a daily basis in the openly anti Semitic United Nations.
Countless Jews were and are on a steady basis being attacked in an extremely violent nature only because they are Jewish, and since the Jews are a peace loving people and one that does not resort to violence like others, the authorities (NYPD and DA Charles Hynes) feel free to openly show their anti Semitism with out shame.
Every time a Jew is attacked and beaten bloody, police reports very conveniently disappear, or crime scene evidence gets lost, a violent perpetrator accused of a serious hate crime attack that included serious injuries, was in police custody and released to the streets to continue his rampage, because of a Police claim that a police report from two days earlier is missing???? This while the Jewish victim is in the Police station with his hospital report and positively identified the thug who beat him unconscious just 48 hours earlier. There are dozens if not hundreds of terrible similar stories of such miscarriage of justice in the Crown Heights area alone.
Now in current firestorm, you have a black thug who throws a rock at a Jew only because he is Jewish, and when the Jew is brave enough to try and stand up and protect him self, you get a super swift vicious response by these NYPD criminals, going on a hunting rampage and fishing expedition, without a warrant, kicking down doors of an innocent family at 2:30am cursing and beating innocent family members, traumatizing small children as young as nine, throwing beds around, rummaging thru boxes like common thieves using foul language then breaking and stealing personal property, which was not logged in the police report.
That not being enough, NYPD thugs proceed to arrest a family member on completely false unfounded charges of Felony assault with a deadly weapon, after keeping this poor young Neshama in their cage in inhuman conditions, for about ten hours they realized that their false assault charges would not stick, so they attempted to concoct a new charge of OGA (Obstruction of governmental administration).
Can you imagine? As if the Nazi style invasion of this family’s home was not enough, now these corrupt thugs hiding behind a badge, are upset that they were asked if they had a warrant, and they attempt to pin an OGA charge against this innocent JEW……
Well as Hashem watches over his children, this evil decree also did not pan out. After sending these bogus OGA charges to the district attorneys office for prosecution, the fax came back rather quickly ordering the thugs in the 71 PCT to immediately release this young man, because the charges were unfounded.
And of course to add salt to the wound, the corrupt officials in the 71 PCT claimed that they did not receive the fax only until many hours later.
The police corruption victim after almost 20 hours was B”H finally released.
There is allot more to this one story alone, it will be continued!
It is time that this community gets together with other Jewish communities and with our elected officials and to stand up to this uncalled for abuse and double standard treatment by local authorities, against the hard working, productive and peaceful citizens of this great country, the residents of Crown Heights.
