In a warning to snitches, two human heads were placed in front of a
bank in the city of Paracuaro, apparently by a barbaric drug cartel that
controls a key state in Mexico.
President Enrique Pena Nieto visited volatile Michoacan, an important agricultural region, on Tuesday. He has sent nearly 10,000 troops to the state, where the bloody Knights Templar cartel rules with an iron fist.

In the state capital of Moreila, about 60 miles from where the heads were dumped, Nieto announced the government would pump $3.4 million into the bloody state to build roads, schools and other institutions. The funds will help "reverse the conditions of institutional weakness," the president said.
Thousands of armed civilians have battled the Knights Templar for a
year now, at times clashing with federal police and soldiers in the
rural, impoverished state. Last month, militia leaders accepted the
government's offer to join the local police and register their weapons.
But many vigilantes continue to fight, saying they would not become
part of the country's security forces because of widespread corruption
among law enforcement agencies in Mexico.
Despite a heavy military presence in Paracuaro, the severed heads were dumped Monday inside a plastic bag at a bank near the entrance to town, CNBC and the Financial Times reported.

Gruesome tactics such as decapitation are all too common among Mexico's powerful drug cartels. Public hangings, mass graves, and severed limbs are the calling cards of organized crime syndicates that terrorize residents into silence and submission.
