A Rough Final Winter for New York’s Sanitation Chief

John J. Doherty, who delayed retirement to aid the new administration, has faced a messy meteorological start to the year with a spate of storms.
Chivalry in the deep slush of snow, ice and salt in Manhattan on Wednesday. City officials said they had enough road salt to handle a storm expected this weekend.
