Philip Banks III, the chief of department, resigned just days before he was to be promoted to become Commissioner William J. Bratton’s second-in-command.

Councilman Jumaane D. Williams of Brooklyn, who often expressed outrage at the number of street stops the police were conducting, issued a statement with a fellow Democrat, Councilwoman Vanessa L. Gibson of the Bronx, praising how “Chief Banks has deftly held the line for the department while having a responsive ear to all communities.”
