Bloomberg’s Bruised Legacy

Several problems left over from Michael R. Bloomberg’s mayoralty are now plaguing his successor and casting new light on his reputation, Ginia Bellafante writes.


Apart from these messes, largely driven by breakdowns in bureaucracy, the current mayor has been left to contend with the more serious traumas bequeathed to him by the city’s Department of Correction, where the abuse of inmates at Rikers Island jail has been horrific and commonplace. This week, a report from the office of the United States attorney in Manhattan found a culture of violence so ingrained that as of October 2012, nearly 44 percent of male inmates between the ages of 16 and 18 had been subjected to physical force on at least one occasion.
